摘要：It is well known that the project of WembleyStadium is controversial. Although many researchers have putforward the measurements to evaluate whether the project issuccess or not， few people use these measurement in evaluatingthe new Wembley Stadium in detail. In this paper， thetraditional metaphor of iron and the risk management are appliedto measure the project of Wembley Stadium subjectively and theresults show that this project meets the object and risk can becontrolled although it is overrun and late finish.
